(Belated) News: Change in Drought Stage from "Emergency" to "Critical" Drought Stage.

(Belated) News: Effective May 1, 2024. In compliance with and following a change in drought status declared by the Hays Trinity Groundwater Conservation District (HTGCD) from “Emergency” Drought Stage (40% curtailment) to “Critical” Drought Stage (30% curtailment), the SREWSC Board, at its regular 4/25/24 board meeting, modified the corporation’s drought stage declaration from “Emergency” Drought Stage (40% curtailment) to “Critical” Drought Stage (30% curtailment), effective May 1, 2024. Thanks to our immediate past president’s replacement of the Emergency 40% curtailment Drought Stage Posters with the “Critical” 30% curtailment Drought Stage posters now posted at 2 prominent public locations in the subdivision, most of you have already received notice of this welcome change. In spite of the reduced drought stage declaration, please continue to conserve water so our water system can continue to provide excellent quality potable water for all of us, hopefully for many years to come. Good job! And thank you to everyone for all your water conservation efforts.

Minutes: SREWSC annual meeting

In conjunction with the annual POA general meeting Saturday 3/25/2023

 

A quorum was established with four members, Chip Schwamb, Bob Schnieder, Hamish Fordwood, and Mark Lane in attendance.

 

Bob outlined the condition of the well infrastructure. Improvements (such as new downhole well pumps) were out lined as well as ongoing maintenance regarding water pressure was outlined. Bob emphasize that homeowners were responsible for water lines passed the water meter including breaks and maintenance.

 

Hamish discussed current finances. We have three accounts: the primary account holding funds utilized for day to day operation for SREWSC. This primary account also receives billing funds from our members. Two additional accounts exist. One maintains a reserve of at least one year of monthly loan payments required by our Loan Agreement. The second is a fund earmarked for future high dollar capital projects such as major well repair, replacement of infrastructure, and others.

 

Chip outlined the conditions that exist regarding drought status and general relationship in the Hays Trinity Ground Water Conservation District (HTGWCD)

We continue to be in Emergency Drought and are required to curtail water consumption by 40% of our allocation.

Due to the freeze pipe breaks and excessive we are not in compliance in 2023.

SREWSC board continues to emphasize water conservation.

 

 

There we few questions from attending members. Questions regarding calcium content (staining of metal or other surfaces). Also, mention was made in passing regarding tariffs and rates. The explanation regarding rates was addressed by Chip outlining the current structure whcich was established 3-1/2 years prior. Usage levels and drought conditions play a role in ones rates. This is twofold: the more one uses above a predetermined amount the more the cost per 1000 gallons. In addition, the drought condition levels, determined by HTGWCD, add costs to all water users.

 

There were no resolutions voted and the meeting was adjourned by Board acclimation.

12.16.23 This was released from the Barton Springs Edwards Aquifer Conservation District (BSEACD). We need to keep conserving water, as we have been doing at a 40% reduction in usage according to the Level 4 Drought Contingency Plan. Thanks for all you do to keep conserving-despite our recent rain. 

Dear community members,

While the District has been in drought for the last 18 months, our Board of Directors declared Stage IV Exceptional Drought last night for the first time in our agency’s 36-year history.   

This transition is a result of the Lovelady monitor well, one of two drought trigger determinants, reaching a 10-day average of 456.9 feet-mean sea level (ft-msl). This is below the District’s 457.1 ft-msl Stage IV drought threshold for Lovelady, which has been monitored since 1949. Crossing into Stage IV drought status means significant pumping restrictions and permanent reclassification for certain District permittees starting January 1, 2024. All permittees will be contacted directly with additional information.

The District urges community members in and outside of the District to conserve water resources to minimize surface and groundwater depletion. For additional information, please read our full press release and visit the District's Drought Information and Resources page.

Skyline Ranch Estates

2023 National Night Out

 

When: Tuesday, October 3 - 5:00 – 7:00 pm

Where: 505 Skyline Ridge Lookout (The Ross’s front yard, right next to the big tree and the little library.)

What: Hot dogs, chips, bottled water, and cookies will be provided. Please bring chairs and any food or drink you would like. Please drink responsibly!

We will also be hosting a food drive to give back to the community. Please bring canned or non-perishable food for donation and we will donate it all to the local food bank. This is definitely not required for attendance!!

Who: Wimberley Fire Department and the Hays County Sheriff’s Office will both have representatives present to talk about safety and to answer questions. PLUS all of your amazing neighbors!!

Why: National Night Out is a great crime prevention tool, it is a national community-building, awareness-raising campaign and here in Skyline Ranch Estates we are excited to participate this year! The more you know about your neighbors and neighborhood, the more you can do to keep it safe.

9.8.23 1:35 p.m. Short letter from our President

The evening of 8/4 and into the early morning of 8/5 Skyline Ranch Estates WSC had a main line water line break. PGMS responded quickly after the break was discovered, excavated, shut off water, repaired and tested the water all to the good.

That said, a significant amount of water loss will be noted on the August report to SREWSC and will show up on the third quarter report to HTGWCD.

Our members take water conservation seriously. Based on our reported numbers through August and despite the water loss recorded, SREWSC continues to be below the 40% reduction required by HTGWCD just not as low as we as a community challenged ourselves.

Our goal is to make up for that loss through the balance of the year regardless of rain (hopefully with some and frankly more than just some rain) and knowing full well that reducing consumption is not always easy.

9.8.23 8:00 a.m. Report from HTGCD's meeting on 9.7.23

To: Skyline Ranch Estates Water Supply Corporation Members

 

This is a brief note outlining the Hays Trinity Ground Water Conservation District September Meeting held on Thursday 9/8/2023. A number of us attended the meeting.

Data from the staff from monitored wells recorded a drop of 3’ to 11’ depending on the well location. Our well measured a drop of nearly 5’ and recorded the lowest level in our 5 years of well monitoring. The staff noted that rain fall in the last two years at less than half of average and the last five years all were below average except for one year. As we have said the drought has a cumulative impact on the aquifer. We, as a region, are at or near historic lows with residential and commercial growth unabated.

Dry wells (mostly private) were reported in NW Hays county and as close as Fitzhugh Road near RR12.

Jacob’s well and the monitoring station on the upper Pedernales River show zero flow.

A number of speakers urged the HTGWCD to not negotiate the fine levied for over pumping by Aqua Texas currently around $450,000.

We knew the news would be bad. Save water where you can and are able.

We ARE in Stage 4 on our Drought Contingency Plan, but it is working because of your gracious help, unlike other neighborhoods-so we can be proud, while we continue all our best efforts-and keep our fingers crossed for rain!

Utility company Aqua Texas 'ignored' pumping limits in 2022, threatening Jacob's Well

Hays County has lost hundreds of thousands of dollars because there hasn't been enough water in Jacob's Well to allow swimmers the past two summers.

Aqua Texas, a water utility company with customers in Hays County, was fined nearly half a million dollars for pumping almost twice the amount of water it was allowed last year out of the Trinity Aquifer, which feeds Jacob's Well.

“It’s, by far, the largest fine that’s been assessed to anybody at this groundwater district,” said Charlie Flatten, general manager of the Hays Trinity Groundwater Conservation District, which issued the fine last spring.

The Trinity Aquifer supplies water to the Wimberley and Dripping Springs areas. Flatten said overpumping is partially responsible for Jacob's Well running dry this year.

Flatten said this isn’t the first time Aqua Texas has pumped more than its permit allowed to customers.

“It’s pretty habitual,” he said. “But this is a special circumstance caused by the most severe drought that we’ve had since the '50s.”

David Baker, executive director of the nonprofit The Watershed Association, has worked to protect Jacob’s Well and the surrounding natural environment for almost 30 years. He said his organization was involved in talks with officials from the groundwater conservation district and Aqua Texas executives about ways to mitigate drought and conserve water in the region.

“It’s really unacceptable to just sort of ignore the guidelines that the groundwater district has set up,” Baker said. “To not comply with those rules, we think contributed to the situation we’re in now significantly.”

The lack of water at Jacob’s Well has caused a local disaster, he said.

“The county has lost hundreds of thousands of dollars in revenue from not being able to allow swimmers there for the past two summers,” Baker said. He said he’s concerned it’ll only get worse.

 

Sticking to conservation efforts

 

During a drought, the Hays Trinity Groundwater Conservation District can restrict water consumption by a certain percentage, depending on what drought stage the region is in.

Flatten said the problem is the district can’t do anything to limit overconsumption; it can only administer fines.

“Some permittees are really very good and they take it very seriously,” he said. “They recognize that this is really a finite resource.”

But others, Flatten said, aren’t motivated to conserve.

“We’ve got a whole list of permittees and then there is one ill-fitting shoe that can’t seem to communicate with its customers and racks up these big fines," he said. "Guess who that is?”

Flatten said he’s spoken with groundwater managers in different districts, and they have all shared similar experiences managing Aqua Texas.

“This is a pattern, this is a business model,” he said. “They are in the business not to conserve water for the future, but to sell water to their customers because they’ve gotta fulfill payouts to their shareholders.”

Flatten said Aqua Texas is the only permittee in the district that faces pressure from shareholders about its water management practices. He said investor-owned utilities don't have all the tools available to ones that are publicly owned.

"They can't pass ordinances or other legal requirements that would help achieve conservation," he said.

 

What happens now?

 

Aqua Texas refused to comment on the $448,710 fine, which was due in May. The agency is negotiating the fine with the groundwater conservation district, which can reconsider contracts with companies that pump more than their permitted amount.

Brent Rhea, central Texas manager for Aqua Texas, said the utility is sending out letters to customers about Stage 4 drought restrictions. He said the company also launched social media ads and sent emails to customers with information on how to conserve water.

“We know that water is essential,” he said. “We are obligated to serve the customers, but we also know that if we sell all the water in one day, we don’t have water to sell tomorrow.”

Rhea said Aqua Texas can decrease the water pressure on a property that’s using too much water, which makes outdoor watering difficult. Beside that, he said, “it’s really the customer’s responsibility to follow the drought restrictions."

Craig Blanchette, president of Aqua Texas, said he understands the importance of finding water solutions for the community.

“We can’t fix it overnight, it takes the entire community to pitch in," he said. "But we’re committed to our customers and our partners at the groundwater conservation district to get there as quickly as possible.”

Aqua Texas said it is looking to tackle water loss by spending more than $3 million to replace old and broken pipes. The Watershed Association estimates the Aqua Texas system loses more than 30% of its water to leaks.

Aqua Texas has bought land outside Jacob’s Well Management Zone and is exploring the possibility of using a different aquifer as a water source. The company said it is running tests to see if installing a well on this land would affect the local environment and Jacob’s Well.

With water levels continuing to drop in the Highland Lakes that supply Austin, the city is announcing Stage 2 water restrictions to take effect Tuesday. Even if you don’t have a lawn, or don’t bother watering the lawn you have, you could notice the new rules impacting daily life in Austin.

Water restrictions will affect the watering of lawns, restaurants, car washing, golf courses and even large decorative fountains. The rules will last until the current drought subsides.

Penalties for not following the water conservation rules may be as much as $1,000 per violation. You can call 311 to report a violation.

Thanks to all for continuing efforts to conserve water. As a reminder, we are in drought stage four restrictions, as defined by Hays Trinity Groundwater Conservation District. Here is our plan to conserve water according to our Drought Contingency Plan, as of today:

Goal: Achieve a 40 percent reduction in total water use. Reduce daily water usage to the absolute minimum required to for essential purposes. SREWSC Management Measures: Acquisition of alternative water supplies may be implemented. Water Use Restrictions: Indoor Conservation Measures  Check for toilet and faucet leaks and repair any found leaks immediately.  Use water displacement device in toilet tank or replace older model toilets with HET models when possible.  Install aerators on faucets. Don’t leave faucets running when not in use.  While waiting for hot water to reach faucet, catch cold water in a container to be reused.  Never use the toilet to dispose of trash.  Only run dishwasher with full load.  Store drinking water in a container in the refrigerator.  Reduce use of garbage disposal.  Wash only full loads of laundry.  Turn off master water shutoff when out of town or on vacation.  Draw less water for bath or reduce shower time.  Do not over water houseplants. Outdoor Conservation Measures  Irrigation and Lawn Care o Irrigation of landscaped areas is absolutely prohibited. o Cut lawns on highest setting and leave lawn clippings on lawn instead of bagging. Use mulch to conserve soil moisture.  Washing vehicles o Use of water to wash any motor vehicle, motorbike, boat, trailer, or other vehicle is absolutely prohibited.  Pools and other water features o Use of water to fill, refill, or add to any swimming pools, wading pools, or a Jacuzzitype pool is prohibited. o Operation of any ornamental fountain or pond for aesthetic or scenic purposes is prohibited except where necessary to support aquatic life or where such fountains or ponds are equipped with a recirculation system.  Use of water from hydrants shall be limited to fire fighting, related activities, or other activities necessary to maintain public health, safety, and welfare.  The following nonessential uses of water are prohibited: o use of water to wash down any sidewalks, walkways, driveways, parking lots, tennis courts, or other hard-surfaced areas; o use of water to wash down buildings or structures for purposes other than immediate fire protection;

Supplemental water sources must be isolated from the WSC system per TCEQ regulations.  Utilize water reuse where possible. No application for new, additional, expanded, or increased-in-size water service connections meters, service lines, pipeline extensions, mains, or water service facilities of any kind shall be approved, and time limits for approval of such applications are hereby suspended for such time as this drought response stage or a higher-numbered stage shall be in effect.

 

 

7.5.23 7:57 a.m. Good morning. Here is a quick update about our water service:

  The water was back on at 1:30 a.m. when pressurizing the lines was complete. You may notice some white bubbles this morning due to this, it is simply air. PGMS will be back today to ensure the repairs were completed successfully. There is no need to boil your water at this time. We will keep you updated in the event of other developments.  Drought  & Water Conservation Status Update 7-16-23

SREWSC and HTGWCD emergency drought status.

We have now passed a full year since the Hays Trinity Ground Water Conservation District requirement for an emergency 40% reduction in our SREWSC water allocation.

We ended 2022 and met that requirement.

During the early part of 2023 SREWSC failed to meet the drought reduction requirements, due to leaks and frozen pipe issues, with an overage of nearly 20%. However, as of June 2023 we are now back in compliance, although barely. Thanks to all who conserved water consumption.

The last meeting of the HTGWCD on July 6, 2023 painted a bleak picture going forward.

  1. The emergency drought protocols remain in effect and likely through 2023 and beyond unless we see significant rain fall over an extended period and in the recharge zone north and west of Wimberley.

  2. In 2022 a number of large water consumers failed to meet the reduction and surpassed pumpage reductions as outlined by HTGWCD. And, we are told were fined for the overage. Still the water was drawn from the aquifer.

  3. The SREWSC is required to provide and update a water conservation plan. We have posted tariff costs based on drought and usage levels, rainwater collection information, eliminating or reducing landscape watering, car washing, and additional consumption that may be minimized. Some members are even catching water in showers to their water plants.

The facts and data prove that the aquifer has been impacted not only by low rain fall the last 5 years (more than 30” per HTGWCD) but also the increase, and continued increase in demand from residential populations, agriculture and commercial growth. The current Texas statues do not allow local jurisdictions to manage the future growth and development specific to water except in very narrow cases.

The RULE OF CAPTURE (look it up) is the law in Texas.

SREWSC wells continue to be in good shape and the water quality the best in the region. Today.

I have no predictions going forward…. save if we get no significant rain.

Here is some good news from our President:

We are now (as of May numbers) in compliance with the drought requirements / water usage outlined by Hays Trinity Ground Water Conservation District.

The consumption levels of April and May pulled the cumulative numbers to the yearly recommended levels.

Thanks to all and thanks to the rain.

This means our conservation efforts are working well-keep up the good work Skyline! The drought's not over, but all our hard work is paying off! Also, please see our newest Water Quality Report on our webiste-good news again! Our water has tested within normal limits and is delicious to drink! You should have received a copy of the test in your water bill this month and you can request a copy on-line as well. I have it posted on the kiosk too. September is done and another month of insufficient rain. October started with the same song.

The usage levels for SREWSC in September proved our best conservation efforts. (Last four years of record). The SREWSC members reduced consumption by another 15% compared to August 2022. In addition, compared to 9/2021, consumption was reduced by nearly 100,000 gallons. This is truly remarkable.

One needs to be clear, even with cooler temperatures and potential rain; it is unlikely the Hays Trinity Ground Water Conservation District (HTGWCD) will lift the emergency drought status anytime soon. The conservation efforts and usage tariffs allow us to do our part in protecting the aquifer.

An additional note, Hays Trinity Ground Water Conservation District proposed a change to regulations calling for what amounts to a moratorium on any new water permit requests while the 30% and 40% drought water usage reductions are in effect. I was notified that the “moratorium” regarding new permits did pass. As long as the drought restrictions are in place new permitting is suspended. Please note: current permit applications are not impacted. One may see this as an effort to help existing water users who are currently carrying the burden of conservation.

One last comment, please reach out to your representative or candidate and ask them their stance regarding water issues in the Hill Country. The Texas legislative session 2023 has a responsibility to review incentives for water conservation, rule of capture that governs ground water regulation, and the explosive pace of development and greater demand on ground as well as surface water in the Hill Country as well as all of Texas.

A sincere THANK YOU goes out to everyone regarding the conservation efforts made in August.

The usage numbers compared to July showed a 33% reduction in water consumption from our well.

The Trinity aquifer remains at the lowest level in decades. One needs to look at the Blanco River, Pednernales River, Jacobs Well, and Cyprus Creek to see that despite recent rains water levels have not recovered.

Our view is that every effort to conserve water is a plus.  Thank you again and hopefully with autumn, cooler temperatures, and additional rain fall; the drought conditions and aquifer levels will improve.

The current drought and water conservation efforts SREWSC

According to the data from the Hays Trinity Ground Water Conservation District

From July 2022 to July 2021 the Trinity Aquifer has a rain deficit of nearly 11”

From July 2021 to July 2020 the Trinity Aquifer has a rain deficit of nearly 7”

Historically the area receives an average of 36” of rain per year, thus averaging 72” for a 24 month period. The last 24 months the data shows rain fall of 55” in our area considered recharge for the Trinity Aquifer. 

On September first 2022 HTGWCD will implement the emergency drought measure of targeting a 40% reduction in water usage throughout prescribed jurisdiction.

Simply put we need to reduce water consumption now.  As noted before, our well is a monitoring well for the HTGWCD. Our water levels measured in our well are the lowest since we began recording in September 2018.

The ask is simple; be a responsible adult and make every effort to reduce water consumption. We are at a time (some have said past a time) when excessive use must be curtailed.

Skyline Ranch Estates Water Supply Corporation Members (SREWSC) 7/192022

As I was composing this letter an E-Mail arrived from the Hays Trinity Ground Water Conservation District. Please see enclosed e-mail with this letter.

This letter is your update of current conditions regarding the Trinity Aquifer and the governing entity the Hays Trinity Ground Water Conservation District (HTGWCD)

First the good news: The SREWSC wells, pump plant, storage, pressure tank and backup generator continue to be in fine working condition. Much of this infrastructure is frequently tested to insure proper working order. Small maintenance work and upgrades are ongoing as required. The water from the two wells continues to be of the highest quality. Despite challenging weather during the last two winters and the current summer minimal disruption occurred.

Now the not so good news: As of the first of July HTGWCD has initiated a 30% drought stage curtailment for all water supply corporations as well as private wells under the Hays Trinity jurisdiction. Water conversation stages are governed in part by water flow in the Pedenales River, the Blanco River and Jacobs Well. Per the HTGWCD personnel the Pedernales River is dry as far as Johnson City, The Blanco river flow is below trigger numbers, and Jacobs Well has either quit flowing or is close. Our second well is a monitoring well for the HTGWCD. Since September 2018 the levels in our well have been recorded. A number of the SREWSC board, representatives of the HTGWCD board, and a technician from HTGWCD met at the well last Thursday July 14 to collect the most recent data. The water level is the lowest since we first started collecting data. As of the writing of this letter temperatures continue to be in the triple digits with little to no relief projected as well as little to no rain.

Conservation of water is now imperative. Please make every effort to minimize water usage. As we continue in the 30% drought stage, the Hays Trinity Ground Water Conservation District is charged with overseeing and enforcing the reduction of water consumption. SREWSC is required by state agencies such as Texas Commission on Environmental Quality as well as HTGWCD to have in place a conservation plan. This reduction plan mandates charging higher rates for unrestrained water usage by individuals based on drought stages and consumption. This mandate applies to both individuals and to our neighborhood collectively and compels additional water collection strategies, reduction or curtailment of landscape watering days, pool and water feature conservation or elimination.

As I noted above the “Drought Status” e-mail arrived literally as this was typed. We all need to be mindful of our daily water usage and do our part to conserve and to protect our well and the water available to us.

An urgent message to groundwater users in the Hays Trinity Groundwater Conservation District,

Extreme heat and drought conditions have gripped the western United States in an unprecedented combination. Western Hays County and the Hill Country have not received adequate rain to keep our rivers and streams flowing or to recharge our aquifers. The United States Geological Survey (USGS) stream gauges in the Pedernales and Blanco Rivers are recording zero to near-zero flows. The USGS reports similar zero-flow conditions in the South Llano, the Frio, the Sabinal, and the Medina Rivers. The Colorado and Guadalupe Rivers are declining as well.  The US Drought Monitor reports western Hays County in Extreme and Exceptional Drought. The District’s Monitor Well System shows declining water levels. The District and local well drillers are responding to a significant increase of dry-wells and burnt-out well pumps. Water haulers are trucking at full capacity.

Aquifer and River conditions have not been this poor in the 20+ year history of the District -- including the 2011 Drought. Unless conditions improve by the end of July, the District will enter into EMERGENCY DROUGHT STAGE requiring a 40% reduction in use. Non-Exempt well operators will be required to substantially curtail water use. If you are served by a utility or public water supply, it will be alerting you of its own specific curtailment requirements. Please reduce water use by all means possible.  Make sure that dishwashers and washing machines are full before running them. Repair all known leaks. Please eliminate all outdoor water use including car washing, lawn watering, sidewalk and driveway washing. Please turn off all outdoor water features, including fountains. Please turn off swimming pool and pond pumps.

The sooner and more serious we are about conserving our drinking water, the longer the supply will last. Most of us do not have an alternative water supply, so please practice maximum efficiency and thrift until the rains return.

 An excellent question was asked about which days are designated for watering in a limited capacity, according to the drought contingency plan. Here is that information:

Irrigation of landscaped areas shall be limited to Sundays and Thursdays for customers with a street address or post office box number ending in an even number (0, 2, 4, 6, or 8), and Saturdays and Wednesdays for water customers with an address ending in an odd number (1, 3, 5, 7, or 9). 

Keep in mind, no use of automatic or hose end sprinkler systems are permitted at this time. Very limited (goal is a 30% reduction) hand held watering with a hose or soaker hose is permitted on the days listed above.

My goal will be to create a simple table showing the differences in the stages as soon as possible. Thank you for all your support, excellent questions and cooperation in conserving water for our neighborhood! Let's keep our fingers crossed for rain and strive together through this drought!

 

Effective immediately, we are asked to work together to achieve a 30% water use reduction. Please limit all outdoor watering as much as possible according to our drought contingency plan. We are now at Stage 3-Critical Water Use-

This is a reminder about an important annoucement sent out yesterday, 5.13.22. We are under a 20% curtailment of water use and Stage 2 water conservation measures, as outlined in our Drought Contingency Plan on our website, as requestsed by HTGCD (Hays Trinity Groundwater Conservation District).

Just to clarify:

All outdoor watering is limited to two days per week, through the use of hand held irrigation tools, according to the last digit of your street address- even digits on Sunday and Thursday; odd digits on Saturday and Wednesday between the hours of 6:00-9:00 a.m. and 8:00-11:00 p.m.

In addition, irrigation of any landscaped area is permitted by a hand held hose.

All permanently installed automatic sprinker systems and hose to end sprinklers are prohibited, according to the Drought Contingency Plan for 20% curtailment.

This is just a reminder, and not a complete list of the measures for Stage 2.

SREWSC BOARD PRESIDENT

As we approach the 1/19 Water Board meeting the Omicron variant of Covid 19 continues to spread rapidly.  I believe from past discussions that we, as a board, appear to be in accord regarding safety procedures, including vaccines, boosters, distancing where possible, etc.

We continue to open our board meetings to all clients who request attendance.  An open board meeting does create the distinct possibility that we might have an attendee that does not believe or adhere to CDC recommendations regarding COVID.  Also, I believe that current Texas executive edicts do not permit protocols or mandates to be enforced, and the SREWSC is governed by Texas Open Meetings regulations.  However, we hold our SREWSC board meetings at private homes. Furthermore, a number of us, despite being “boosted”, are in the age demographic and possibly immune compromised conditions and that demand compliance with CDC protocols.

Therefore, I would urge that, at the very least, an addendum to our agenda strongly encouraging compliance regarding current vaccine and booster recommendation as well as other safety precautions. It is likely we will be indoors and this only makes sense to me.

Hamish Fordwood asked that a revision be made to the minutes of 5/19/2021 regarding keys. The key that was passed from Jay Nichols to Hamish Fordwood was the key to the well house. Chip Schwamb has possession of the key to the safety deposit box.

  • Bob talked to the builder of the house being built next door to his house. The builder had someone from PGMS to map out water lines so that hopefully there will be no disruption to our water on Stoney Creek Vista.
  • Frozen meters were billed to the home owner and paid by the home owner.
  • Pribbles: fluctuating water pressure has been resolved. The valve has been cleaned out and is now working fine.

  • SREW is allotted 850,000 gallons of water a month but summer is here and we need to be considerate of our water usage. Chip will draft a “Water Conservation” letter to the community as a reminder that the long hot summer, without rain, will bring drought conditions. Preparation is a good thing. The Aquifer is drawn on by many communities.

Good morning,

Today (2-19-21 at 8:00 a.m.) we have extremely low water pressure and need your cooperation to help out, per this message:

Water usage is overwhelming our well, causing recovery to the pressure tank to be very low. Please ensure you don't have a leak by checking your meter-hopefully you will NOT see a spinning arrow, indicating a leak. Please turn off water in your house. PGMS has been contacted and will come as soon as roads are passable.

MESSAGE FROM SREWSC

We are recommending a WATER BOIL NOTICE for the clients of the SREWSC

Low pressure caused by ERCOT rolling blackout protocols and PEC compliance to those protocols have caused the water pressure, at times, to be reduced to below 20 PSI. Our generator has proven invaluable, although at times temperamental. So even though the time that our well has dipped below the recommended pressure was minimal, in an abundance of caution, SREWSC is announcing a WATER BOIL NOTICE.

We initiated water testing this morning for sampling to put the system back completely on line. However, we do not know how much time this will take.

SREWSC and PGMS continue to monitor the well and the pressure. In addition we continue to monitor PEC announcements as well as road conditions, all of which have impacted service.

The goal is to get things back to normal as soon, and as safely as possible.
